Features of the telecommunications market

The Ukrainian telecommunications market is characterized by high competition and low tariffs, which makes services affordable for the majority of the population. The war since 2022 has damaged some of the infrastructure, but operators are quickly rebuilding networks, often with the support of the government and international partners. 4G covers more than 90% of settlements, and 5G testing began in 2024 in major cities (Kyiv, Lviv, Odesa), although full rollout is hampered by a lack of resources. In remote regions and combat zones, satellite technologies such as Starlink are used, which became critical in 2022.


The market is regulated by the NCCIR (National Commission for Communications and Informatization), which promotes competition and digitalization. Operators are also adapting to the war conditions by providing free services in the affected regions.

As of 2025, the mobile penetration rate in Ukraine is about 135%, meaning that there are approximately 54 million active SIM cards per 40 million people.
